So redesign the welfare system so that basic level is a bit lower and means testing is reduced to, e.g. the basic rate of tax plus NI.<BR/><BR/>And replace Housing Benefit (total cost £23 bn = same as total cost of IB, JSA< IS etc) with Workfare jobs.<BR/><BR/>That's that fixed.
